leadership and management are intertwined concepts, they are different in terms of their
functions, abilities, and goals that affect their practices and effectiveness. Therefore, by
exploring the theories related to Leadership and applying them to essential frameworks like
Saudi Vision 2030, we can comprehend that leadership influences collective objectives.
Differentiating Leadership and Management
Leadership is a communication, change, and vision bringing about the process, while
management is a coordination, control, and organization-oriented process. According to
Northouse (2022), leadership refers to a formal or informal process by which one person
directs or guides others in attaining a collective objective. This definition emphasizes the
social and teleological nature of leadership. On the other hand, management provides
leadership, direction, coordination, and patterns for utilizing resources to achieve
organizational objectives efficiently. While managers create form and predictability,
leaders create change and progression. For instance, the manager will maintain the set
timeframe, while the leader will encourage the team to break the set mold.
Today, leadership directions are best described as diverse, flexible, and ethical. According
to Nishii and Leroy (2022), inclusive leadership enhances the team by combining diversity,
encouraging collaboration, and ensuring all team members feel welcome. Adaptive
leadership is leading an organization through a challenge by facilitating problem-solving
and searching for solutions (Chughtai et al., 2023). These trends are consistent with
tendencies toward the growing complexity and international nature of organizations’
environments individuals have to manage in terms of the leadership of diverse people and
fast-changing conditions.
In formalized settings, understanding these trends contributes to deciphering between
leadership and management by highlighting leadership’s social and futuristic elements.
Conversely, managers are excellent at plotting strict policies and using tools to carry them
out. Leaders see changes and know how to work with change to encourage and promote
the team towards a common goal. For example, when organizations implement strategies
that focus on ethical leadership, they will be able to foster trust and work towards longterm outcomes.
Leadership Theory and Saudi Vision 2030
Saudi Vision 2030 is a strategic plan to change the economy and society, and it
indicates the practice of leadership theory at the national level. The theory of
transformational leadership is particularly relevant. The followers are motivated to change
by the personal values and beliefs of the transformational leaders who focus on vision,
innovation, and the public good. Saudi Vision 2030 has captured these principles in
activities like incentives to diversify the economy and innovation, especially in areas like
tourism and technology.
For instance, the crown prince’s leadership, Mohammed bin Salman, can be considered
transformational due to the clear vision communicated and the citizens’ encouragement to
embrace development. Empowerment places staff at the center of decision-making,
especially women and the youth, which is well supported by servant leadership, aiming to
serve followers to meet the management’s collective goals (Northouse, 2022).
Further, the adaptive leadership framework is integrated into the framework because it
tackles economic and social issues. Diversification away from reliance on oil and
encouragement of the implementation of renewable resources equally shows the ability to
shift and change, which is the core of leadership in complex environments.
The Interplay Between Leadership and Management in Vision 2030
While leadership defines the change processes of Vision 2030, management
guarantees the orderly execution of plans. For example, the realistic approach to attaining
the challenging targets stated in the framework entails sourcing funds, planning, and
evaluating performance. Leadership and management are constructive for organizational
advancement with unique roles.

Understanding current trends in leadership improves the practical differentiation
between leadership and management by pointing out the distinctive roles and
competencies related to the two. Transformational and adaptive leadership theories help
to treat many issues and were also used in Saudi Vision 2030. It is possible to combine
visionary leadership with proper management in an organization and, thus, contribute to its
and the nation’s sustainable development.
