Essay Question (See Specific Directions Below)
Read the following passage from Jane Kamensky, et. al., A People and a Nation, Volume 1, 11thed.
[In 1681, English King Charles II granted the land between Maryland and New York to William Penn] as a personal proprietorship, one that earned profits for his descendants until the American Revolution. [Penn also saw the province] as a haven for persecuted coreligionists. In […] promotional tracts […] in German, French and Dutch, Penn offered fertile land to all comers …. He promised to tolerate all religions – although only Christian men could vote—and to establish a representative assembly. He also guaranteed such legal protections as the right to bail and trial by jury.… (Kamensky 11th ed., 66)
A pacifist with egalitarian principles, Penn attempted to treat Native Americans fairly. [He learned the local Native language, purchased land from them and] established strict regulations for trade and forbade the sale of alcohol to Native peoples. (Kamensky, 11th ed., 67)
Consider the history of the English colonies in mainland North America from 1607 to 1763.

2) How successful were efforts to recruit diverse groups, live in harmony, and promote prosperity?

– William Penn’s actions, including recruiting diverse groups, guaranteeing some forms of equality, and striving for peaceful relations with the Native peoples were extremely unusual for English officials and colonists during the period from 1607 to 1763. While these worked for a time in Pennsylvania to promote peace and harmony, elsewhere there were extensive examples of impoverishment and conflict.
– William Penn’s actions, including recruiting diverse groups, guaranteeing some forms of equality, and striving for peaceful relations with the Native peoples, while unusual, reflected some of the complex tapestry of actions and interactions by English officials and colonists during the period from 1607 to 1763.
