You are an action officer in one of the Department Homeland Security (DHS) operating agencies, directorates, or offices. You have been assigned to work in the budget development process as a representative of a DHS agency, directorate, or office. The senior budget officer has recently been assigned to this office and desires a decision support paper. This decision support paper must provide DHS leaders and Congress recommendations and support on important budget items or programs involving the selected DHS agency, directorate, or office. You may use information already submitted in the Unit 3 or Unit 4 Individual Project paper. The budget director desires analysis and findings from the review of important documents. The decision support paper must contain findings and analysis from the following important documents:

  • DHS Quadrennial Homeland Security Review (QHSR)
  • Bottom-Up Review (BUR)
  • DHS Fiscal Years (FY) 2020–2024 Strategic Plan (StratPlan)
  • DHS FY 2023 Budget in Brief (BIB)

Also, consider preparing findings and analysis from the Homeland Security Threat Assessment and Agency Strategic Plan. The decision support paper must contain 3–5 recommendations on agency, directorate, or office budget priority items or important programs. The paper may contain agency, directorate, or office priority misalignments (items not in the budget). Finally, the decision support paper needs a summary or conclusion paragraph.

Your decision support paper must be formatted as a formal report in APA format.

The paper should address the following items:

  • Purpose statement
  • Background information on the selected DHS agency, directorate, or office
  • Analysis methodology discussion
  • Findings summary from the review of the following important documents:
    • 2023 QHSR
    • 2010 BUR
    • DHS FY 2020–2024 StratPlan
    • DHS FY 2023 BIB
  • Recommendations on priority budget items or programs (3–5 recommendations to decision makers)
  • Summary of key findings or conclusion paragraph
  • Reference to all source material and citations using APA format
