As to the “comments” from the public section, you do not respond properly to that section of the outline.  You need to find public comments made by the general public or those who submitted comments to the agency about its rule/regulation (during the notice/comment process).  You talk about the “US Major Question Doctrine”–but that is not a public comment.  Please make sure you redo this section for your final paper and collect, cite and explain the public’s comments and submissions.

As to your commentary about the “good/bad” of the agency rule/regulation/action–you need to examine both the good and bad.  You only seem to explain the “good”–what about the “bad”?  This caused loss of revenues to the government (repayment interest); It damaged those investors in student loan servicing companies–lost value and profits; what about the other students who graduated and paid back their entire student loans—is this fair to them?  What about  the US Tax Payer who is now forced to pay for these loss of income by paying taxes and they never wanted to pay for student loans, or even go to higher education institutions—but their tax payments are now going towards replacing the federal funds lost from these loan repayments?   

Also, your list of stakeholders for the utilitarian analysis is not complete (see above interests) and also what about universities?  Banks?  etc.  You need to brainstorm all of the possible stakeholders who are impacted, good or bad, by this activity and identify their interests in this part.
