Introduction
Health information systems are necessary to improve healthcare outcomes and
delivery. Following Vision 2030, the Ministry of Health in the Kingdom of Saudi Arabia has
started implementing extensive reforms to embrace digital health technologies. Enhancing
patient care, expediting administrative procedures, and boosting decision-making with
precise data are the main goals of these programs (Alsalman et al., 2021). Nonetheless,
infrastructure, governance, and user acceptance issues continue to exist.
Governance Framework
The Ministry of Health oversees the Kingdom’s HIS governance, including standards,
laws, interoperability, data security, and privacy policies. The National eHealth Strategy
supports a single framework for integrating diverse healthcare systems and guaranteeing
conformity to international standards (Ghaffari Heshajin et al., 2024). Notwithstanding these
initiatives, governance issues, including inconsistent data processing and a lack of
cooperation among parties, still impede development.
Management of Health Information Systems
Planning, implementing, maintaining, and assessing digital health solutions across
healthcare facilities are all part of effective HIS administration (Alsalman et al., 2021). To
improve accessibility and data exchange, the Saudi government has invested in programs like
the National Health Information Center and the “Sehhaty” app. However, several obstacles to
effective HIS management exist, including poor IT infrastructure in rural areas, a lack of user
training, and opposition to change.
Recommendations for Overcoming Barriers
Strengthening stakeholder participation is essential to the Kingdom’s successful
deployment of health information systems. Developing systems that are easy to use and in

line with practical requirements involves including patients, IT experts, and healthcare
professionals in the design and implementation stages (Ghaffari Heshajin et al., 2024).
Enhancing training initiatives and offering continuous technical assistance can lower
resistance to change, promote an innovative culture, and increase digital literacy among
healthcare professionals. These initiatives boost trust and improve the general efficacy of HIS
use in medical facilities.
Addressing infrastructure constraints is also crucial, especially in underserved and
rural areas. The government should prioritize increasing broadband availability and
modernizing digital tools to facilitate smooth integration and system performance (Alsalman
et al., 2021). National policies must be harmonized to guarantee platform security,
interoperability, and data standardization. Regular monitoring and evaluation using
performance indicators will also make tracking progress, identifying gaps, and directing
ongoing improvements in HIS management easier.
Conclusion
The Kingdom of Saudi Arabia has advanced its healthcare industry significantly
through health information systems. However, there are still issues with infrastructure,
governance, and user involvement. Saudi Arabia can effectively overcome obstacles and
utilize HIS to improve healthcare delivery by promoting cooperation, improving training, and
strengthening policy frameworks.
