Write a comprehensive problem statement that can guide the work, answer three questions: Why is this a problem? (Develop a series of claims, supported through the literature, that logically lead to the problem the team intends to address.) Who is involved in or affected by (stakeholders or actors) the problem? (Consider these possibilities before deciding what to say about this. Is it one person? Is it a small group of people? Is it various members of an organization? Is it a role group? Who will care about reading the project report and learn from the project recommendations?) What kind of problem is it? (e.g.: a human resources problem, a communication problem, a political problem, a conflicts problem, an organizational problem, a lack of clarity, lack of skills, lack of resources, etc.) What you will do about the problem? Or, what is the goal for addressing the problem? Ideally this step should be stated so clearly that anyone reading this goal statement will know how to determine when the goal is reached. The more the it is clear the intended target, the more likely they will be to assess progress, make corrections, and recognize the end result.
