Problem/Solution

For this paper, you will be proposing a solution to a major issue locally

Even though this is a longer paper, we need to keep the topic as simple as possible to avoid the paper ballooning out of control.

Even though it is called a “proposal”, the bulk of the essay is not the actual proposal being made (that goes in the “gist” paragraph), but rather the benefits of undertaking your proposal. THIS is what makes the paper an argument. If your entire paper is solely focused on the step of the proposal itself, you are actually writing a process proposal, and it would lack an argument. See the outline below for a more concrete idea of how to break down the paper. 

Proposal Essay Structure:

I. Introduction

    a. Background of the Problem

    b. Thesis (solution or your actual proposal)

II. Gist of Proposal (time line, budget, implementation, etc.)

Below is An overview of what this essay should be about 

                     Abstract Proposal 

Whilst Louisiana in comparison to the national average does not have a high unemployment rate internally there are still many communities facing higher unemployment rates on a state level. For instance, East Carroll Parish in Louisiana has the highest unemployment rate at 13.8%, significantly higher than East Baton Rouge Parish’s 4.2%. This is mostly attributed to the limited job opportunities available, and a significant amount of the population living below the poverty level. Due to East Carroll Parish’s smaller population and its citizens heavily relying on seasonal industries like agriculture, they are at a vast disadvantage with limited diversity of industries and job opportunities available. To address the unemployment problem and provide relief to the citizens of East Carroll Parish I propose beginning with advocation for more support for small businesses to show the leaders of the community the potential economic growth their businesses can provide. It is with this approach that I can begin to urge the community leaders to provide incentives for new businesses by offering tax breaks, grants, and other incentives to attract new industries to East Carroll Parish. In addition, I will consult with establishments and businesses in the community to organize large job fairs throughout the communities of the Parish that will focus on investing in education and workforce development programs. The measures I propose hold significant potential for economic growth and employment opportunities to be accessible and obtainable to citizens struggling to find employment. Moreover, an increase in businesses in the communities of East Carroll Parish also creates the opportunity to attract tourists and create recreational opportunities in turn creating jobs in hospitality. In conjunction with this, an increase in the taxable revenue from the new businesses will aid infrastructure development making the Parish more appealing to people who could potentially move there to settle and create even more jobs in the process. With that being said, the increased productivity of East Carroll will provide even tax revenue to improve the local education system to ensure that students are prepared for the workforce. By carrying out this strategy, East Carroll Parish can improve their local economy and provide more aid to its residents while also increasing unemployment rates.
